This was the first straight-cased cartridge designed by Capt. W. L Carpenter of the 9th US infantry in 1895 as a target rifle in the Stevens Model 44 and 44½ rifles. Although relatively successful, the 25 – 21 Stevens, developed in 1897 gave better ballistics with a half-inch shorter case. The development of smokeless propellant also led to the demise of these long-cased cartridges.
